I think so. Out of the worst calamity and disaster since WWII, Japan has improved its soft power image through domestic unification and global gratitude.

I think Japan is doing a very good job cooperating and honestly asking for help from foreign powers. This would have been impossible probably 50-60 years ago. The idea of nationalism and patriotism might slightly be fading gradually, yet Japan is still rising in a global scale and keeping its traditions alive.

I think now this improvement of ratings has to do with the mental power and spirit of Japanese people which clearly appeared after 3.11, rather than with the economy or politics. Now the Japanese people need a leader who has strong mental powers and leads us powerfully to recover from the disaster. I hope Mr. Noda focuses on these things and communicates more with Japanese citizens and of course, the US government.
I must say Japan had done a very good job to cooperate with the foreign countries when 3.11 happened. We all know by now that Japan is not the best country to conduct foreign diplomacy. However, the Noda government had managed the situation very precisely. He engaged the foreign countries to invest as much help as we needed. Thus, it appears to me that 3.11 made a huge change, both politically and the country itself. If Japan is more likeable than China for America, our country can change a great deal. America is the country where all the people start to be influenced.
